The deadline for filing a complaint is ten days from the date the resolution is served to the vehicle owner.

Complaints are also reviewed for ten days. Based on the results, a copy of the decision made is sent to the applicant within a three-day period.
Three ways to serve

Who is authorized to file a complaint?
Only the vehicle owner or their representative with a power of attorney. And this is where most people stumble.
The power of attorney must include the passport details of both the owner and the representative. A power of attorney to participate in an administrative offense case, issued by citizens, requires notarization.
So, if the car is registered to your spouse, parent, or a company, but you received the fine, you'll need a power of attorney first, then file a complaint. You'll still have to meet the ten-day deadline.
What to attach to a complaint
The ruling itself and anything that proves you are right. Most often, this is proof of payment: a receipt, a screenshot from an app, or a bank statement with the date and time.
It's also useful to include what shows the situation itself — photos of the sign, the markings, or the car on site, if the dispute is about whether parking was paid at that moment.
The logic is simple: they will evaluate based on the documents, not your description. The less that's left to faith, the better.
Why does the resolution come late?
A violation is recorded by a camera or an inspector, then the material is processed and sent to the owner by mail. Weeks pass between the parking and the letter, and the person has time to forget about the trip.

What to check before writing a complaint
The payment actually went through. The most common scenario is that the money was debited, but the parking session didn't start: wrong zone number, wrong license plate number, or the app didn't confirm. The payment receipt and the session record are two different things, and the latter is needed for a complaint.
The state registration number in the resolution is yours. An error in one character turns someone else's violation into yours, and this is precisely the case that is quickly disputed.
The time in the resolution matches your parking time. If the car left before the specified time, anything with a timestamp and location can serve as proof.
What to do if the deadline has already passed
Ten days is a procedural deadline, and missing it usually closes the matter. But that's not the same as "nothing can be done": a motion to restore the deadline is filed along with the appeal, and evidence of a valid reason for missing it is attached, such as the ruling being delivered later than indicated.
