Lost passport in Moscow: what to do the same day

A passport disappears mundanely: in a jacket pocket left at a cafe, in a taxi, on a subway car. After that, a person usually thinks about two things at once—about the fine and about how to get home now. The fine is unexpectedly lenient, but leaving is more complicated.

Let's break down step-by-step what to do in the first few hours and what it costs.

The fine is less than you might think

Loss of passport due to negligence is Article 19.16 of the Code of Administrative Offenses. The penalty for this is a warning or an administrative fine of one hundred to three hundred rubles.

One hundred rubles. This is worth stating separately, because the fear of a fine makes people delay seeking help, and delaying is precisely what is disadvantageous.

And the duty is noticeable

It's not the punishment that's expensive, but the restoration. The state fee for issuing a passport of a citizen of the Russian Federation is 300 ₽. But for issuing a passport in place of a lost or damaged one, it's 1,500 ₽.

The difference is fivefold, and it's stipulated in the Tax Code, Article 333.33. That is, the main cost of loss is a 1,500 ruble fee, not a fine.

The first action is the statement

You need to contact the migration department of the Ministry of Internal Affairs. You submit the application for loss there, where you will later receive a new passport.

If there's reason to believe the passport wasn't lost but stolen, you need to file a police report, and that's a different situation: an investigation will be opened, and the incident report might be useful later on.

If your passport was left on the metro or public transport

An important fork in the road where a day is lost. Personal documents found in the Moscow Metro and on the MCC are not sent to the lost and found — they are immediately handed over to the police.

Items found in the metro are taken to the Lost Documents Department of the Information and Analytical Center of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow: 2nd Kolobovsky Lane, Building 8, Phone: +7 (495) 694-86-20. The meaning of this fork in the road is simple: before paying fifteen hundred for a new passport, it's worth making one phone call to check if the old one isn't sitting in the lost and found. Documents end up there more often than you might think - people find and turn them in more readily than money.

How to go home

While a new passport is being processed, a temporary identity document is issued. This is the document you will use to get home.

⚠️ The only advice worth giving honestly here is: the list of documents accepted for carriage is determined by the carrier, and the rules for airlines and railways do not match. Call your airline or the station information desk before you go to the airport; it's five minutes that will save you half a day.

Regarding tickets separately: if the trip was canceled not through your fault, but due to the absence of a document, this is not considered a case of forced cancellation. You should not expect a full refund on this basis.

A passport cannot be taken as collateral.

A separate storyline that has a direct bearing on loss. A visitor's passport is often taken away "until return" - at the rental office, at the counter, when renting equipment. This is illegal.

Pawning an identity document is part two of Article 19.17 of the Code of Administrative Offenses. The penalty is symbolic, a warning or one hundred rubles, but the prohibition itself is direct, and you have the right to refuse.

Practicality is more important than the size of the fine. A passport left in someone else's hands is the most common way to lose it: it's not lost, it simply stays where you left. Leave a copy, a driver's license, money—anything but your passport.

The same article, just the first part, prohibits the unlawful seizure of a passport by an official, with a fine of one hundred to three hundred rubles for this offense.

What not to do

A small industry of intermediaries has sprung up around document restoration, promising to speed up the process. The fee remains exactly the same — 1,500 ₽ according to the Tax Code, and no additional payment cancels it out.

And most importantly: don't postpone reporting it until "after your trip." As long as the lost passport hasn't been reported anywhere, someone else could use it. This is the only truly unpleasant scenario in this whole situation, much more unpleasant than a hundred-ruble fine.

First Day Order

First. Recall the last place your passport was definitely present. If it was in transit, call lost and found first, not the Ministry of Internal Affairs.

Second. If the passport could have been stolen, file a police report.

Third. A declaration of loss at the Ministry of Internal Affairs migration unit. There's no need to delay: the fine is symbolic, and the fee is not time-dependent.

Fourth. Obtain a temporary ID and immediately clarify with the carrier if you will be flying with it.

Fifth. Pay the fee of 1,500 ₽—that's the amount that made it worth checking the lost and found first.
